Operator licensing is a critical activity for the MSF. MSF uses data from reputable motorcycle-crash studies to create a motorcycle operator manual and written tests.  31 state licensing agencies use one of four different MSF skill tests. 41 states use MSF's motorcycle operator manual, and 29 states incorporate the supporting knowledge test. "Sharing the Roadway," a six-page insert for state driver's manuals, tells car drivers about differing vehicle characteristics and asks them to look for motorcyclists. Annually, MSF licensing staff visit states to make recommendations and provide assistance. They conduct examiner training programs, qualify motorcycle license examiners and provide technical assistance. The MSF worked with the American Association of Motor Vehicle Administrators and the National Highway Traffic Safety Administration to update an improved motorcycle operator licensing system, now an official national standard.
